Payroll in Turkey 2027: Employer Cost, Tax & SGK Guide for Foreign Companies

As of 1 October 2026, Turkey’s 2027 minimum wage, 2027 employment-income tax brackets and certain payroll thresholds have not yet been announced. Accordingly, this guide explains the 2027 payroll structure and uses officially published 2026 figures only as a benchmark. The numerical tables should be updated when the official 2027 parameters are published.

How Does Payroll Work in Turkey?

Turkish payroll is generally calculated monthly.

The employer starts with the employee’s gross salary and other taxable payroll components, calculates employee social security deductions, determines the income-tax base, applies cumulative income-tax rules and deducts applicable stamp tax.

The employer must also calculate its own social security and unemployment-insurance contributions.

Important 2027 budgeting point

Do not automatically carry the 2026 manufacturing-sector five-point SGK incentive into a 2027 payroll budget. Under the rules currently published, the enhanced five-point application for manufacturing runs through the end of 2026. Any continuation should be confirmed from 2027 legislation.

What Percentage Does an Employee Pay in Turkey?

Under the 2026 benchmark, a standard employee subject to full Turkish social security generally bears:

  • 14% employee SGK contribution; and
  • 1% employee unemployment-insurance contribution.

This means employee social security and unemployment deductions total 15% of the applicable SGK contribution base before income and stamp tax are considered.

Income tax is then calculated using Turkey’s progressive employment-income tax tariff, subject to applicable exemptions.

What Percentage Does the Employer Pay?

Under the 2026 statutory benchmark, the employer side consists of:

  • 12% long-term insurance contribution;
  • 7.5% general health insurance;
  • 2.25% short-term insurance branches; and
  • 2% unemployment insurance.

This produces a total employer-side statutory contribution of 23.75% before applicable incentives.

Eligible private-sector employers may benefit from contribution incentives where the statutory conditions are satisfied.

How Much Does an Employee Cost in Turkey?

The simplest employer-cost formula is:

However, a real employment budget should usually include more than payroll taxes.

Depending on the employment package, total employment cost may also include:

  • meal benefits;
  • transportation;

  • commissions;
  • company car;
  • supplementary pension benefits;
  • severance accruals;
  • unused leave accruals;
  • equipment;
  • work-permit costs; and
  • other employee benefits.

Why Net Salary Changes During the Year

One of the most important features of Turkish payroll is the cumulative employment-income tax system.

An employee’s taxable wage accumulates during the calendar year.

As cumulative taxable income crosses higher tax brackets, the marginal rate applicable to part of the employee’s salary increases.

This means an employee earning the same gross salary every month can receive a lower net salary later in the year.

A common foreign-employer mistake

A headquarters team may calculate a January payslip and assume that the employee will receive the same net salary every month.

That assumption is usually incorrect for employees whose cumulative taxable wage moves into higher income-tax brackets during the year.

Turkey Employment Income Tax Rates

Turkey uses progressive income-tax rates.

For 2026, the applicable rates are:

The monetary thresholds for the brackets are updated periodically. The 2027 thresholds should therefore be inserted into the payroll engine only after the official tariff is published.

Minimum-Wage Income Tax Exemption

Turkey provides income-tax and stamp-tax relief linked to the minimum wage.

As a result, the gross-to-net calculation is not simply:

Gross salary × income tax rate.

A compliant payroll calculation must take into account:

  • employee SGK deductions;
  • employee unemployment contribution;
  • cumulative tax base;
  • progressive tax brackets;
  • minimum-wage income-tax exemption;
  • minimum-wage stamp-tax exemption; and
  • other employee-specific payroll items.

SGK Contribution Ceiling

Turkish social security contributions are calculated between statutory lower and upper contribution bases.

For 2026, the ordinary monthly SGK contribution base floor is TRY 33,030 and the ceiling is nine times that amount, TRY 297,270.

This means SGK does not continue increasing indefinitely as cash salary rises above the applicable contribution ceiling.

CFO Implication

Employer cost does not increase linearly at the same percentage for every salary level. High-income employees can exceed the SGK ceiling while income tax continues to apply under a different base and progressive structure.

Gross Salary vs Net Salary Contracts

Foreign companies should decide whether compensation is agreed on a gross or net basis before the employment contract is finalised.

Gross Salary Contract

The contractual gross salary remains fixed, while statutory deductions determine the employee’s monthly net pay.

Because income tax is cumulative, the net salary can decline during the year.

Net Salary Contract

The employer promises the employee a target net amount.

The gross salary must then be recalculated as tax rates change during the year.

As a result, employer cost can rise significantly in later months.

For budgeting, gross contracts are easier to forecast

Net salary arrangements transfer much of the progressive income-tax risk from the employee to the employer. This can make annual payroll cost significantly more difficult to budget.

What Is MUHSGK?

Turkey combines important payroll withholding and social security information through the Withholding and Premium Service Declaration, commonly referred to as MUHSGK.

For employers, payroll processing therefore feeds directly into statutory filing obligations.

The process requires consistency between:

  • employee payroll;
  • SGK records;
  • income-tax withholding;
  • accounting entries;
  • payment information; and
  • the monthly declaration.

Payroll does not end when employees receive their salaries.

The payroll output should reconcile to the accounting system.

Relevant GL accounts may include:

  • SGK payable;
  • income-tax withholding payable;
  • stamp-tax payable;
  • benefit accounts;
  • severance accruals; and

SGK Incentives: Why Payroll Compliance Matters

Eligible Turkish employers can benefit from social-security contribution incentives where the statutory requirements are satisfied.

The general private-sector employer incentive currently reduces the relevant employer contribution by two percentage points where the conditions are met.

Requirements include matters such as timely filings, timely payment and the employer’s SGK compliance status.

A payroll error can therefore cost more than an administrative penalty: it can also cause an employer to lose contribution incentives.

Manufacturing Payroll: 2027 Watch Point

Manufacturing employers require particular attention when preparing their 2027 budgets.

Under current rules, the enhanced five-percentage-point employer contribution reduction for manufacturing workplaces applies through the end of 2026.

Do not prepare a 2027 manufacturing payroll budget using the 2026 five-point SGK incentive unless legislation extending the incentive into 2027 is officially published.

This is especially important because manufacturing companies may simultaneously be modelling the new 12.5% corporate tax rate applicable to qualifying manufacturing income from 2027.

Payroll incentives and corporate-tax incentives should be modelled separately.

Foreign Employees Working in Turkey

Foreign employees can create additional payroll and social-security questions.

The analysis may involve:

  • work-permit status;
  • Turkish employment agreement;
  • Turkish payroll registration;
  • SGK coverage;
  • social security agreements;
  • home-country certificates of coverage;
  • income-tax residence;
  • double tax treaties;
  • benefits provided from abroad; and
  • shadow-payroll requirements.

Foreign nationality alone does not mean Turkish payroll rules can be ignored.

Can a Foreign Employee Be Exempt From Turkish SGK?

In some cases, an employee temporarily assigned to Turkey may remain covered by another country’s social-security system under an applicable bilateral or multilateral social-security arrangement.

The availability and duration of relief depend on the relevant agreement, assignment facts and supporting documentation.

This should be reviewed before payroll begins.

Can a Foreign Company Employ Someone in Turkey Without a Turkish Entity?

This requires careful analysis.

Alternatives may include:

  • a Turkish subsidiary;
  • a Turkish branch;
