Turkey Payroll Budget 2027: Cost Scenarios for 10, 25 and 50 Employees

For international employers and CFOs: Total personnel expense is different from net pay and different from your payroll bureau’s processing fee. A credible 2027 budget separates gross remuneration, employer statutory on-costs, benefits, headcount changes, and outsourced payroll administration. The tool below models simplified employer expense, not statutory payslips.

2027 payroll planning: what is known, and what is only an assumption?

As of 14 October 2026, 2027 minimum-wage and income-tax bracket amounts are not final. For budgeting, model the expected annual salary adjustment, hiring plan and an editable employer on-cost assumption. Do not label 2026 SGK/tax benchmarks as enacted 2027 amounts. Actual SGK contribution ceilings, incentive eligibility, employee-specific situations and income-tax calculations require separate professional payroll modelling.

Model: headcount × employed months × [adjusted gross salary × (1 + employer on-cost rate) + monthly benefits + processing quote].

Limitations: The initial 23.75% on-cost is an illustrative 2026 pre-incentive rate, not an enacted 2027 rate; real SGK ceilings, available incentives, taxable benefits, statutory exemptions, severance/leave accruals, net-to-gross arrangements, foreign employees and withholding are excluded. Employer on-cost may therefore differ materially from the model. VAT on the provider fee is not included.

How to use the results in a group CFO budget

Cost layer Planning treatment
Gross salary Separate existing employees, hires and changes in pay dates, departments and employment agreements.
Employer SGK and unemployment contributions Model eligibility and contribution ceiling effects separately from the simplified headline-rate assumption.
Benefits, accruals and variable pay Budget bonuses, meals, private insurance, severance and leave obligations where relevant; this tool only includes a monthly flat benefits input.
Payroll outsourcing Define processing headcount, SGK filings, HR changes, payslips, payment files, year-end certificates, special cases and payroll reporting.
FX exposure For EUR/USD group reporting, document the forecast TRY exchange-rate assumption; do not confuse translation with payroll payable amounts.
Exceptional activity Budget work permits, staff exit calculations, historical corrections and incentive analyses separately.

Questions HR and finance directors should send to a Turkish payroll provider

  • Which payroll filings and notifications are included in the monthly fee, and who has sign-off authority?
  • How are employment tax changes, cumulative income tax and minimum-wage exemptions handled?
  • How are late inputs, hires, exits, bonuses, expatriates and special SGK incentive claims charged?
  • Does the provider deliver a monthly English reconciliation and group payroll journal file?
  • Are employee data transmission, approvals and retention handled securely with clear access controls?
  • What is the handover plan when switching from another payroll provider or a global EOR?

Frequently asked questions

Is a payroll outsourcing fee the same as the employer SGK cost?

No. Employer contributions are statutory costs tied to employment, while a payroll processor’s fee is a purchased service. Budget them as separate line items.

Can I use this to calculate employee net salaries for 2027?

No. It intentionally avoids pretending to calculate net pay without final tax brackets, progressive monthly payroll rules, the employee’s contribution base and applicable exemptions.

Can my subsidiary budget in EUR or USD?

Yes. Build the operational budget in TRY, then translate it using a documented group FX scenario. Currency conversion does not change local statutory payroll calculations.

Can the firm handle both payroll and accounting?

That depends on agreed scope. SystemsCPA offers payroll, accounting, tax compliance and management reporting for foreign-owned entities, subject to a written engagement proposal.
