Turkey Subsidiary Budget 2027: A CFO Planning Guide

Build a defensible 2027 finance and compliance budget for a Turkish subsidiary, branch or foreign-owned operating company. Separate statutory obligations, headcount costs, head-office reporting and one-off projects before your group budget is approved.

Executive summary. A Turkish entity’s finance budget should not be built from a single bookkeeping fee. Include statutory accounting, tax returns, e-ledger/e-invoicing operations, payroll administration, group reporting, annual close support and exceptional projects. Model employee costs separately from the fee charged by your payroll provider. Use scenario assumptions for 2027 rules that are not yet announced.
New entityBudget setup and onboarding separately from monthly recurring compliance.
Existing subsidiaryDistinguish base operations from growth in invoices, people and group reporting.
Provider changePrice the handover, historical reconciliation and first group reporting pack.

Enter your own company assumptions. This is a simplified employer-cost and service-budget estimator, not a statutory payroll calculator or a provider quotation. No values are sent to our servers.

23.75% is an illustrative 2026 headline employer statutory rate before incentives, not a confirmed 2027 rate. SGK ceilings, eligible reductions, cumulative income tax, severance, variable pay and VAT are not modelled. The sample salary and headcount are illustrations, not market benchmarks.

The 2027 Turkey finance budget: categories to include

Use the following structure for procurement and HQ approval. The service fees are not statutory tariff amounts and should be individually quoted: they depend on document volume, payroll headcount, service levels, reporting standards and prior-period exposure.

Budget line What the CFO should specify Frequency
Statutory bookkeeping and monthly close Estimated invoices, bank accounts, transactions, inventory, currencies, reconciliations Monthly
Tax compliance and filings VAT, withholding, corporate tax, provisional returns, reconciliations and specialist tax advice Monthly / quarterly / annual
e-Invoice and e-Ledger Integration, e-Defter preparation, uploads, archives, vendor fees and controls Recurring + setup
Payroll processing Employee count, joins/leaves, expense benefits, SGK filings and English payroll reporting Monthly
Group reporting and IFRS bridge HQ chart-of-accounts map, pack format, consolidation deadlines, adjustments, currency translation Monthly / quarterly
Year-end close / audit readiness Closing timetable, confirmations, schedules and auditor support Annual / project
Systems and ERP integration Local tax-compliant ERP, invoice exchange, data imports, controls and user access Subscription / project
Exceptional work Historic clean-up, transfer pricing, restructuring, due diligence and incentive reports Project-specific

How to forecast 2027 costs without inventing statutory rates

Keep known service volumes separate from planning assumptions. A useful budget has a base case, a growth case and a stress case. Explicitly label discretionary inflation, salary increases, FX assumptions and extra headcount as management estimates, not enacted rules.

Scenario Operating assumption Procurement implication
Base Current entity, expected transaction volume and approved staffing plan Budget for agreed recurring scope and known one-off work
Growth Additional employees, transactions, legal entities or reporting deadlines Ask providers for a clearly defined volume/complexity fee adjustment
Stress More reconciliations, adverse FX, unplanned project work or late close Maintain a separately approved contingency; do not disguise it as tax

2027 payroll budget: employer cost is not the same as payroll processing fees

For each employee cohort, forecast monthly gross salary, commencement month, employer statutory contributions, applicable incentives, benefits, bonuses and accruals. The payroll outsourcing fee should remain a separate supplier line. For higher salary levels, SGK contribution ceilings and incentive eligibility can materially change the calculation; net salaries also depend on cumulative personal income tax.

Where group CFOs most frequently underestimate scope

  • Headquarters close deadlines: a local tax ledger is not automatically a monthly IFRS pack delivered on group day 5.
  • Currency and chart-of-accounts reconciliation: reporting in EUR or USD may require mapping, adjustments and translation, not merely exporting a trial balance.
  • Changeover effort: initial bank reconciliation, open items, e-Ledger access and missing prior records are not ordinary monthly volume.
  • Out-of-scope projects: transfer pricing documentation, audit support and group tax reporting may require additional specialist time.
  • Employee changes: hires, exits, variable pay and benefits can materially affect payroll compliance effort.

Budget approval checklist for your Turkish entity

  • Confirm expected 2027 headcount by month, salary base, bonus and benefit plans.
  • Estimate monthly invoices, payment volumes and complexity, not just annual revenue.
  • Define the legal entity, tax registrations, industry, branches and any cross-border transactions.
  • Specify whether your group requires English management packs, IFRS/US GAAP adjustments or ERP exports.
  • List required delivery dates and who signs off the monthly close.
  • Separate recurring fees, implementation costs, optional advisory and government charges.
  • Ask providers to state assumptions, exclusions, service responsibilities and repricing triggers.

What should an accounting RFP for Turkey include?

A fair comparison requires the same scope and reporting obligations for every bidder. Evaluate not only the monthly headline fee, but also named CPA responsibility, turnaround time, bilingual communications, backup arrangements, handover process, reporting templates, escalation and data security. Frequently asked budgeting questions

Can the Turkish accounting fee be fixed for all of 2027?

A fixed recurring scope can be proposed, subject to an agreed inflation/repricing policy and clearly defined volume thresholds. One-off assignments and statutory outlays should be listed separately rather than presumed included.

Should VAT be part of the cost forecast?

Show recoverable input VAT, non-recoverable VAT and cash-flow timing separately. Do not automatically classify all VAT payments as a permanent business expense.

Should we use 2026 social security or tax rates in a 2027 budget?

Only as explicitly identified planning benchmarks. Update the model when 2027 official parameters are enacted and confirm individual employee status, ceilings and incentives before payroll processing.

When is the right time to change providers?

A January transition can align to a new budget year, but the timetable should be driven by ledgers, authorisations, tax return responsibilities and the availability of reconciled opening balances; a calendar date alone does not ensure continuity.
