What exactly are you comparing?
For a Turkish subsidiary, three models are common: an in-house finance team supported by a licensed CPA for statutory services; fully outsourced statutory accounting and monthly reporting; or a co-sourced model in which an internal finance controller owns operations while an external local CPA manages tax compliance and filings. A foreign parent should select based on transaction complexity, control requirements, staff availability and head-office reporting.
| Dimension | Internal finance team + statutory advisor | Outsourced / co-sourced finance support |
|---|---|---|
| People cost | Monthly gross pay, statutory employer costs, benefits, training, recruitment and absence cover | Contracted recurring service fees, plus retained internal oversight |
| Statutory compliance | Licensed local professional still needed for required signed submissions and accounting obligations | Contract should clearly allocate filings, review, document delivery and exception handling |
| Group reporting | Team must develop IFRS/group chart of accounts mappings and close packs | Deliverables and reporting deadlines must be explicitly included in scope |
| Technology | ERP and statutory integration, licences, access controls and maintenance | Confirm whose subscriptions, integrations and records are used |
| Continuity | Cover employee resignation, vacation, illness and skill gaps | Contract for backup, escalation, data handover and SLA |
| Variable work | Additional internal staff capacity may be needed for seasonal peaks | Additional transaction volumes and special projects may change fee |
Calculate the true 2027 cost: six budget lines
Use an annual total-cost-of-ownership method, not a one-month headline quote. For each scenario, quantify the amounts using your own payroll and commercial quotes.
- Internal staff: monthly gross salaries, employer-side SGK/unemployment cost, bonus, benefits and accruals.
- Employer overhead: recruitment, equipment, training, management time and continuity cover.
- Mandatory external statutory services: work performed under the engagement of a licensed SMMM/YMM as required by the situation.
- Outsourced provider fees: bookkeeping, VAT/tax returns, payroll processing, e-Ledger management, corporate tax close and out-of-scope charges.
- HQ requirements: IFRS adjustments, group account mapping, reporting templates, consolidated closing calendar and translations.
- Transition and exceptions: historical reconciliation, ERP migration, late records, irregular filings and auditor requests.
To put each line into a proper scenario budget, use the SystemsCPA 2027 Turkey Subsidiary Budget & Calculator. It distinguishes employer costs from processing fees and keeps unannounced tax/SGK parameters as editable assumptions.
Which model tends to fit your company?
1. New Turkish subsidiary with a small operational team
A scoped outsourced statutory and payroll service may reduce the need for a stand-alone local finance department. The parent still needs an internal approver for invoices, payments, finance policy and reporting.
2. Growing company with high transaction volume
Internal staff may be valuable for daily purchasing, inventory, collections and operational controls, while a CPA team handles local statutory compliance, tax interpretation and independent reconciliation. This is often a co-sourced model rather than a strict make-or-buy choice.
3. Larger subsidiary reporting under IFRS or US GAAP
The true differentiator may be close timeliness, GAAP adjustments, local-to-group mapping and audit readiness. A low bookkeeping-only quote cannot be compared to a monthly consolidation-ready reporting service without normalizing scope.
What to demand in a procurement proposal
- Identify the licensed responsible CPA and the escalation owner.
- Define monthly close and submission deadlines by deliverable.
- Request a sample English reporting pack with confidential data removed.
- Document responsibilities for e-Invoice, e-Ledger and ERP interfaces.
- Specify headcount and monthly transaction assumptions.
- Require a table of excluded services and additional fee triggers.
- Agree response times, backup arrangements and transition support.
- Price January onboarding separately from steady-state recurring work.

Frequently asked questions
Can an in-house accountant replace a statutory CPA in Turkey?
Not automatically. Turkish statutory declarations and signed professional responsibilities are subject to local legal rules. Assess the permitted division of labour and whether the chosen professional is appropriately authorised, rather than assuming a foreign group accountant can take all statutory functions in-house.
Is a fixed monthly accounting fee the total cost?
No. A fixed monthly quote covers an agreed scope only. ERP costs, payroll volume, advisory, audit preparation, historic clean-up and reporting packs may be quoted separately.
How early should we make a change for 2027?
Begin with an October–November scope and reconciliation review if your finance department follows a calendar-year budget. Final transition timing depends on the condition of books, authorised systems and filing calendar.
Can the parent company retain financial control if accounting is outsourced?
Yes. Define approval limits, access rights, reconciliations, reporting recipients, segregation of duties and escalation routines. Outsourcing preparation does not eliminate directors’ oversight responsibilities.
