We assess the activity and propose a defined scope before work starts. Government approval and inspection timing cannot be guaranteed.

Do you need an industrial registry certificate?

Under Industrial Registry Law No. 6948, qualifying industrial enterprises must be registered. This can include manufacturers as well as enterprises producing information technology and software. Having a technology-related NACE code alone does not prove eligibility; what matters is your actual activity, what you produce, the production location and the evidence available to the Provincial Directorate of Industry and Technology.

A developer of in-house machine-vision inspection software for factories in Istanbul Maslak, for example, requires a different assessment from a business reselling third-party licences or acting solely as an integration consultant. Read the software and AI-specific assessment.

Our service: clear deliverables, not just a certificate application

  1. Eligibility screening. Product/production classification, company and workplace registrations, production start date and number of sites.
  2. Document roadmap. SSBS questionnaire, product and capacity information, chamber records, SGK workplace records and whether a capacity report or legally permitted declaration route applies.
  3. Submission coordination. Assist the company and authorised signatories in uploading and checking the application via e-Devlet and SSBS; help address deficiencies identified by the Directorate.
  4. Inspection readiness. Prepare descriptions of the actual production activity, site and staff organisation; government officials determine whether registration is approved.
  5. Tax and aftercare. Review the potential 2027 12.5% corporate-tax rate for qualifying production profits, the separation of services and resale revenue, and annual operating statement responsibilities.

First application: what to prepare

For an initial scoping review, send your company name, registered and production addresses, description of the software or goods you actually produce, start date, staff/workplace position, capacity-report status and reason for registration. We may later request corporate registration, chamber, SGK, licence or technical documentation depending on the file. Do not upload passwords, identity documents or confidential client data via the initial form.

Several factories or production addresses? SGM 2026/4 requires a separate application for each production site. Software enterprises sharing an address may benefit from specific exceptions on physical subdivision and separate capacity reports, but the other chamber/SGK and personnel rules continue to apply.

How much will it cost and how long does it take?

Our written quotation separates (1) eligibility and document analysis, (2) first filing or amendment, (3) any optional tax-profit review and (4) ongoing annual reporting. Chamber/capacity-report costs and other third-party charges, where applicable, are identified separately. No generic fixed price should be treated as a binding quote without knowing production and reporting scope.

Time depends on accurate documents, the chosen capacity-information route, government workload and the Provincial Directorate’s on-site review. We can scope preparation work; we cannot promise the public authority’s approval date.

2027: does a certificate mean 12.5% tax on all profit?

No. Under Law No. 7582 amending Corporate Tax Law Article 32(8), the 12.5% rate applies from qualifying 2027 periods to profits exclusively attributable to qualifying actual production of certificate-holding corporate taxpayers. Sales of imported products, consultancy, trading, financing and other activities require separate treatment. The same production profit cannot also receive the five-point export rate reduction. Read our 2027 manufacturing tax guide.

There is no universal 31 December 2026 certificate application deadline created for all software businesses by this rule. Existing statutory registration duties and the effective date of the new tax provision must be considered separately.

Compliance does not end after registration

SGM 2026/4, in force since 15 April 2026, ties certificate validity to the annual operating statement rather than the prior periodic visa process. Ordinarily, the previous year’s statement is due by the end of April. Registration amendments and organisational changes can create additional duties. See our annual-statement guide.

Frequently asked questions

Can an AI quality-control software company apply?

Potentially, yes, if it actually develops qualifying software or information technology products. A fact-specific assessment and competent authority decision are necessary.

Is a chamber capacity report always mandatory for software?

Not in every scenario. SGM 2026/4 Article 10(4) uses capacity reports for small, medium and large enterprises; a micro-enterprise without a report may use the prescribed declaration route. Other narrow software/shared-premises rules also exist.

Can a foreign-owned subsidiary apply?

Foreign ownership is not itself a bar. The Turkish operating company and its real production activity must meet the registration criteria.

Do you provide a professional service fee?

Yes. We quote the scope and exclusions after initial business details are provided. Government and third-party fees are itemised separately.
