Industrial Registry Certificate Validity and the 2027 Annual Operating Statement
Obtaining the certificate is only the start of compliance. From 15 April 2026, SGM 2026/4 fundamentally changed the way the certificate’s validity is maintained.
Annual operating statement, not the old two-year visa
Under Article 7 of the 2026 communiqué, certificate validity is linked to submission of the annual operating statement (yıllık işletme cetveli). The old two-year visa approach is no longer the normal rule. Transitional provisions are relevant for existing certificates issued under SGM 2014/11, so check the actual stated validity date rather than assuming it is identical for all businesses.
When is the 2027 statement due?
The standard filing period for information relating to the 2026 operating year is the first four months of 2027, ordinarily by 30 April 2027, subject to any later ministry extension or change. Companies should prepare their production/activity data ahead of the deadline, not on the filing date.
Data that should reconcile
Depending on the applicable SSBS fields, reconcile the company’s production category, actual output, capacity information and relevant company identifiers with its management and accounting records. Differences between the industrial registry description, invoices, labour/workplace records and the actual site can complicate a filing or later authority examination.
If the business moves, merges or changes its production
Article 6 of the communiqué governs amendments and new certificates for specified business changes. A mere annual statement does not replace the duty to update material registered details when required. A group with multiple production locations should maintain a location-level register.
What happens if the company does not submit?
Missing the statutory statement can carry administrative penalties and delay renewal of the certificate’s validity. In a year when a lower production-profit tax rate is being claimed, validity evidence can be important. Whether any separate tax effect follows must be analysed on the exact facts; an automatic loss of all relief should not be asserted without examining the applicable rule.
Ongoing CPA service
SYSTEMS CPA can review your registration, coordinate data requests with the plant or software team, prepare an annual compliance checklist and help plan the next SSBS submission. A separate tax review can address how qualifying 2027 production profit is recorded and supported.
