Industrial Registry Certificate Deadline Before 2027: What Is Actually Required?
From 2027, a 12.5% corporate tax rate can apply to qualifying production profit of Turkish companies holding an industrial registry certificate. That does not create a blanket 31 December 2026 deadline for every software or factory company.
The two legal questions are different
Registration: Industrial businesses subject to Law No. 6948 have statutory registration duties independent of the new corporate tax rate. The production starting date and application history can matter for penalties and compliance.
Tax: Law No. 7582 amended Corporate Tax Law Article 32(8) to apply 12.5% to qualifying production profits in 2027 and later periods. The company must hold the industrial registry certificate, genuinely produce and identify the relevant profit. The timing and validity of the certificate should be checked before relying on the benefit.
Practical steps to take in November and December 2026
- Confirm whether the business is actually within Law No. 6948; do not assume every AI or IT-services company is industrial.
- Check registration and production dates, separate production sites, chamber records, SGK and required capacity documentation.
- If registration is needed, prepare an SSBS application through e-Devlet and document the timeline.
- Split expected 2027 profit into production, resale, consulting and other sources, allocating direct and shared costs.
- Build a certificate-validity and annual operating statement calendar, so the compliance evidence remains current.
What the certificate cannot do
It does not entitle the entire legal entity to a 12.5% rate. It does not replace a workplace operating licence, substitute for a chamber capacity report when required, or guarantee access to public procurement or incentives. Manufacturing profit benefiting from the new rate cannot also apply the five-point export rate reduction to the same profit.
Illustrative tax example
If TRY 1,000,000 is demonstrably qualifying 2027 production taxable profit, applying 12.5% corresponds to TRY 125,000 of corporate tax before considering the full facts of the taxpayer. The illustration assumes an applicable 2027 period and qualifying profit, and does not model minimum tax, loss carryforwards, other income or exemptions.
Frequently asked question
If we apply in January 2027, have we necessarily lost the tax benefit?
The law does not expressly state a universal 31 December 2026 cutoff for the whole regime. Whether a company can rely on its registration and qualify for a particular period depends on the legislation, validity, actual production and timing of the facts. Ask for company-specific advice rather than accepting a generic urgency claim.
