Capacity Report vs Industrial Registry Certificate: Two Different Documents

Companies often assume that a Turkish chamber capacity report (kapasite raporu) and an industrial registry certificate (sanayi sicil belgesi) are interchangeable. They are not. Both may become relevant to an application, but they serve distinct purposes.

Comparison for management teams

Question Capacity report Industrial registry certificate
Main role Documents production capacity and related technical information under chamber/TOBB arrangements Records the enterprise in the industrial registry governed by Law No. 6948
Issuing/processing body Relevant chamber with applicable TOBB processes Ministry’s SSBS and competent Provincial Directorate
Can it replace the other? No No
What changes in 2026? Capacity-report exceptions require fact-specific attention Validity linked to annual operating statement under SGM 2026/4

What SGM 2026/4 Article 10(4) says

Capacity information for small, medium and large enterprises is generally based on a capacity report. For micro-enterprises without a report, as well as certain listed public entities without one, the enterprise’s declaration can be used. This does not remove the obligation to provide accurate and complete production information.

Software at a shared address: a different exception

Article 5(5) addresses multiple enterprises at the same address and carves software activities out of certain rules on visibly separated premises and separate capacity reports. This provision must be read with the remaining rules requiring chamber and SGK workplace registration and no common personnel in the relevant circumstances. It is not a general waiver of documentation for every software producer.

What does the fee quotation include?

The administrative and chamber costs of a capacity report are different from an accounting firm’s preparation, classification and SSBS submission work. Fees and third-party costs should be disclosed as separate line items before engagement. See Industrial Registry Certificate application and CPA advisory for a proposal tailored to your company and site count.
