Industrial Registry Certificate Benefits in Turkey: Separating Eligibility from Automatic Entitlement
An industrial registry certificate is primarily a legal registration for qualifying industrial activity. It may also be a key eligibility document for other business advantages, but it is not a universal incentive certificate.
2027 corporate income tax: a specific rate, a specific profit
Law No. 7582 provides for a 12.5% rate on exclusively qualifying production profits of corporate taxpayers with a valid industrial registry certificate that actually carry out production from applicable 2027 periods. Non-production income needs its own tax analysis. The separate five-point export reduction is not stacked on the same production income.
Other potential business uses
Customers, banks, certain tenders, industrial zones, investment-incentive programmes and domestic goods certificate procedures may ask for evidence of industrial registration, capacity or actual production. However, each programme has its own legal conditions, dates and documentation. A registry certificate does not automatically confer a grant, special electricity tariff, public procurement preference or ‘domestic goods’ status.
What the certificate does not replace
- A workplace operating licence or industrial environmental approval where required.
- A chamber capacity report in situations where the applicable rules still require one.
- A product-specific conformity or quality certificate.
- Cost accounting evidence proving the profit claimed as qualifying production profit.
- Annual operating statements, change reporting or other obligations after registration.
Business case checklist
For a proposed investment, ask: (i) is the company truly within Law No. 6948? (ii) what is its production output? (iii) which benefit programme, if any, requires the certificate? (iv) will the certificate and separate profit accounts remain valid and reliable during 2027? A written, evidence-based decision is more useful than a broad list of purported exemptions.
How we scope the engagement
SYSTEMS CPA can provide eligibility and filing coordination as one scope and an optional production-profit tax modelling review as another. Third-party costs and public authority decisions remain outside our control.
