Why foreign firms need a licensed local partner in Turkey
Under Law No. 3568 on Independent Accountants, Certified Public Accountants and Sworn-in Certified Public Accountants, only professionals licensed and registered with TÜRMOB may keep statutory books and sign tax returns for clients in Turkey. An international firm without its own licensed Turkish staff therefore needs a licensed local partner to deliver compliance work for its clients’ Turkish entities.

Who is SYSTEMS CPA’s partnership offer for?
International accounting networks, corporate services and fund administration groups, global payroll and EOR providers, and M&A advisers who need a licensed, English-speaking delivery partner for clients with a Turkish entity. We act as your local execution layer under your client relationship, or as a referral or strategic partner.
Can SYSTEMS CPA work under our brand (white-label)?
Yes. We regularly deliver statutory accounting, tax filings and payroll as a subcontractor where the international firm keeps the client relationship. Turkish statutory filings are still signed by a licensed Turkish CPA (SMMM), as required by Law No. 3568, so the signing professional is always disclosed to the authorities.
What happens if a foreign firm tries to sign Turkish returns itself?
It cannot. Under Law No. 3568, only professionals licensed and registered with TÜRMOB may sign Turkish tax returns and keep statutory books for clients. A foreign firm without a licensed local partner must either hire licensed staff in a Turkish entity or work through a licensed firm such as SYSTEMS CPA.
What happens to the client if the partnership ends?
Continuity is written into the arrangement from day one: client files, ledgers and filing history are kept in a format that can be handed over, and an exit and transition protocol is agreed in the partnership terms, so the end client is never left without a licensed signatory mid-period.
Are you open to acquisition or investment discussions?
Yes. We welcome confidential discussions with corporate services groups and accounting networks considering a long-term presence in Turkey, including deeper integration of the practice. These conversations are handled directly by our senior CPA and kept strictly confidential.
