Turkey statutory compliance for international finance teams

Keep Your Finance Operations In-House. We Handle the Turkish Statutory Layer.

SystemsCPA supports international companies that already have an internal finance team, shared service centre or group ERP, but require a licensed Turkish accounting and tax professional to manage local statutory, tax and compliance obligations.

The issue

You may not need another bookkeeping team.

Many international groups already process their accounting internally. Their finance team records invoices, manages AP and AR, maintains the general ledger, operates the ERP and performs the monthly group close. What they need in Turkey is different: a reliable local statutory and tax layer.

SystemsCPA can work alongside your existing finance function rather than replace it. The objective is to connect your internal accounting process with Turkish statutory, tax and regulatory requirements through a clear responsibility matrix and recurring review process.

Internal Finance Teams

For Turkish subsidiaries where day-to-day accounting is already handled by local or regional finance personnel.

Shared Service Centres

For groups centralising transaction processing and accounting operations outside Turkey.

Global ERP Environments

For businesses operating SAP, Oracle, NetSuite, Dynamics or another group-wide finance platform.

Operating model

One finance process. Two clearly defined layers.

The exact allocation depends on your organisation, ERP, transaction volume and internal controls. A typical co-sourced structure can look like this:

Your Finance Team

  • Invoice and transaction processing
  • Accounts payable and receivable
  • Bank accounting and treasury entries
  • General ledger maintenance
  • Fixed asset accounting
  • Intercompany accounting
  • Group reporting package
  • Internal month-end close

SystemsCPA — Turkish Statutory Layer

  • Local statutory accounting review
  • Turkish tax adjustments and reconciliations
  • VAT and withholding tax compliance
  • Corporate income tax compliance
  • Electronic statutory compliance coordination
  • Local filing calendar management
  • Statutory financial statement support
  • Tax authority and local compliance interface
Responsibility matrix

Who owns what?

Co-sourcing only works when responsibilities are explicit. We establish the operating model at onboarding rather than leaving ownership to assumptions.

Process Internal Finance SystemsCPA
Transaction processing Primary owner Review where relevant to local compliance
General ledger Primary owner Local statutory and tax review
Group reporting Primary owner Support on Turkish adjustments and explanations
Turkish tax computations Data and supporting documentation Primary owner
Local tax filings Review / approval process as agreed Primary owner
Statutory accounting adjustments ERP data and close support Primary owner
Local compliance calendar Internal coordination Primary owner
Audit / authority information requests Group and source data Local coordination and technical support

The precise responsibility matrix is agreed during onboarding and may vary depending on the entity, systems, statutory setup and services included in the engagement.

Monthly close

Designed around the way international finance teams actually work.

The goal is not to create a second accounting process. The goal is to build a controlled bridge between your existing finance process and Turkish compliance.

01 — DATA

Finance close

Your internal team completes the agreed accounting cycle and provides the required ledgers, reconciliations and supporting data.

02 — REVIEW

Local review

We review the agreed areas from a Turkish statutory and tax perspective and identify required local adjustments.

03 — COMPLIANCE

Tax & filings

Applicable local declarations, statutory processes and filing obligations are prepared and managed under the agreed scope.

04 — CLOSE

Clear output

Open points, adjustments and compliance matters are communicated to the relevant finance stakeholders.

Different from full outsourcing

Bookkeeping outsourcing and statutory co-sourcing are not the same service.

Traditional accounting outsourcing assumes that the external provider will maintain most of the accounting records. In a co-sourced model, much of that work can remain with your own finance team.

The question is not “Who enters the invoice?”

The more important questions are who reviews the Turkish statutory position, who converts accounting data into local tax compliance, who manages deadlines and electronic obligations, and who is accountable for explaining local adjustments to headquarters.

Typical information flow

What we would normally request from your finance team.

Accounting data

Trial balance, general ledger, account mappings and agreed reconciliations.

Tax-relevant documentation

Supporting documents for significant transactions, intercompany items and locally relevant tax positions.

Close calendar

Group reporting deadlines, internal review dates and required local filing milestones.

Entity profile

Legal structure, business activities, employees, related parties and material transaction flows.

Systems environment

ERP architecture, reporting format, chart of accounts and available data-export capabilities.

Responsibility matrix

Named owners and escalation points across headquarters, local finance and the Turkish statutory function.

FAQ

Questions from international finance teams.

Can our own finance team continue to maintain the accounting records?

Potentially, yes. The appropriate structure depends on the entity, systems, local statutory requirements and the agreed allocation of responsibilities. The operating model should therefore be defined before the engagement starts.

Do we have to outsource day-to-day bookkeeping?

Not necessarily. Where an internal finance team already performs transaction processing and maintains the general ledger, the external scope can be designed around statutory, tax and compliance support instead of duplicating that work.

Can you work with a regional shared service centre?

Yes. A co-sourced model can be structured around a regional or global finance team, provided that information flows, responsibilities and deadlines are clearly established.

Can you support companies using SAP, Oracle, NetSuite or Microsoft Dynamics?

The key issue is not the ERP brand itself but the quality and availability of the accounting and tax-relevant data required for Turkish compliance. Data requirements and mapping should be agreed during onboarding.

Can you provide professional registration information for our vendor onboarding?

Yes. Relevant Turkish CPA and professional registration information can be provided for internal procurement, compliance and vendor due-diligence processes.

How is the fee determined?

Pricing depends on the legal entity, transaction profile, tax obligations, reporting requirements, number of employees, system environment, expected review work and the division of responsibilities between your finance team and SystemsCPA.

Already have a finance team in Turkey or at group level?

Tell us how your accounting process currently works. We can define the Turkish statutory and tax layer around your existing operating model and provide a clear proposed scope and fee structure.
