Two provisions. Two very different businesses.
Turkey has a young-entrepreneur income-tax exemption under Income Tax Law repeated Article 20 and a separate qualified creator/mobile-app regime under repeated Article 20/B. Marketing both as a blanket freelancer exemption is inaccurate. The 2027 monetary limits cannot be taken as enacted just because the annual revaluation index was initially reported at 27.83%.
For the overall calculation and source position see the 2027 Turkey revaluation guide, or run a transparent 2027 threshold scenario.
2026 values and 2027 provisional calculations
| Regime | Official 2026 threshold | 2027 raw scenario, not enacted | Legal reference |
|---|---|---|---|
| Young entrepreneur | TRY 400,000 in qualifying profit | TRY 511,320 | Income Tax Law repeated Art. 20; linked to second personal income tax tariff band |
| Eligible social content creator and mobile-app activities | TRY 5,300,000 relevant income ceiling | TRY 6,774,990 | Income Tax Law repeated Art. 20/B; linked to fourth band |
The provisional 2027 column is mathematically 2026 × 1.2783 and not subject to the legally required rounding; check the 2027 income-tax tariff before quoting any limit to a client.
Who qualifies for the young entrepreneur relief?
It is for qualifying natural persons who establish income-tax liability for the first time on business, agricultural or professional profits, who were under 29 at the starting date and meet the statutory conditions. It is generally available during the first three tax periods of qualifying profit. Conditions around timely commencement notices, personal involvement, certain transfers from relatives and joining an existing business require an individual review. The exemption concerns taxable profit, not gross client receipts, and does not on its own erase every social-security or indirect-tax duty.
How does the creator/mobile application regime work?
Article 20/B covers specific social content and online services and qualified mobile application receipts, not every online invoice. A Turkish bank collection arrangement and applicable 15% bank withholding are central. Eligibility, type of services, receipts and aggregate thresholds determine the tax route; crossing the statutory ceiling may require ordinary annual filing. Ineligible consulting or agency services cannot be recharacterised merely to reach this regime.
Practical cases
Case 1: freelance software engineer. A 25-year-old first-time professional taxpayer with a foreign client may need to examine the conditions for young entrepreneur relief and possibly other cross-border service rules. Nothing in a provisional 2027 ceiling alone establishes eligibility.
Case 2: online course producer. Whether the person’s content and payment chain satisfy Article 20/B is a threshold question before the amount of annual receipts is even relevant.
Case 3: foreign-owned limited company. A corporate shareholder cannot simply claim a relief designed for a qualifying individual taxpayer.
FAQ
Is TRY 511,320 the official 2027 young-entrepreneur limit?
No; it is only the unrounded result of applying the initially reported revaluation percentage to the official 2026 reference.
Is TRY 6,774,990 the official 2027 creator ceiling?
No; consult the enacted 2027 fourth income-tax band and the statutory regime.
Are export freelancers automatically covered by Article 20/B?
No. Their qualifying service and billing profile must be examined separately.
