Updated 3 November 2026, 10:08 Türkiye time — preliminary guidance. The October 2026 domestic producer price index (Yİ-ÜFE) release was scheduled for 3 November. A news report published at 10:02 on 3 November quotes TÜİK’s October 2026 twelve-month average Yİ-ÜFE increase as 27.83%. This is a provisionally reported calculation, not yet independently cross-checked against the original October TÜİK bulletin or announced in the Official Gazette. Do not treat it as a legally promulgated 2027 tax tariff. Source: 3 November 2026 news report.

What is Turkey’s 2027 revaluation rate?

Under repeated Article 298(B) of the Turkish Tax Procedure Law (VUK), the annual rate reflects the average increase in the domestic producer price index through October compared with the corresponding prior-year period. It is not the October monthly inflation rate, the year-on-year October inflation rate, or the consumer price index. The Ministry of Treasury and Finance subsequently announces the annual rate in the Official Gazette.

The October 2026 Yİ-ÜFE release is now listed in the TÜİK publication portal. Initial 3 November reporting attributed a 27.83% twelve-month-average increase to the release. The original publication’s numerical text has not yet been independently inspected by our editorial team, and the annual rate’s statutory Gazette announcement must be checked separately. The rate for 2025 was 25.49% and cannot be reused for 2027.

Why the headline rate does not equal every 2027 tax increase

Tax law contains separate adjustment provisions and rounding conventions. Moreover, Presidential Decisions may change the effective uplift for certain charges. For example, the 30 December 2025 Presidential Decision No. 10783 set the 2026 increase for motor vehicle tax, specified stamp duties and fixed fees at 18.95%, notwithstanding the 25.49% annual revaluation rate. Applying one multiplier to every 2027 figure would therefore be misleading.

Use our 2027 Revaluation and Income Tax Scenario Calculator. Enter a 2026 statutory amount to model a 27.83% uplift, or calculate a progressive income-tax result under the enacted 2026 bands and an explicitly hypothetical unrounded 2027 set. Do not use the scenario as the official amount payable.

2026 income-tax brackets versus 2027 planning figures

For income tax, a change in the tariff threshold is not a change in the 15%, 20%, 27%, 35% and 40% marginal rates. The table below shows enacted 2026 upper thresholds (Art. 103, Revenue Administration) and a raw mathematical 2027 scenario multiplying each 2026 boundary by 1.2783. Scenario values are NOT the 2027 legally rounded thresholds. Wage and non-wage income differ in the third threshold. Final 2027 limits may differ because the law’s rounding rule and subsequent official publications must be applied.

Marginal rate 2026 non-salary top (TRY, official) 2027 unrounded scenario (TRY, NOT official) 2026 salary top (TRY, official) 2027 salary scenario (TRY, NOT official)
15% 190,000 242,877 190,000 242,877
20% 400,000 511,320 400,000 511,320
27% 1,000,000 1,278,300 1,500,000 1,917,450
35% 5,300,000 6,774,990 5,300,000 6,774,990
40% Above 5,300,000 Above 6,774,990 (scenario) Above 5,300,000 Above 6,774,990 (scenario)

Worked example: for TRY 750,000 taxable non-salary income, the 2026 progressive income-tax liability before any taxpayer-specific credits and withholding is TRY 165,000: (190,000 × 15%) + (210,000 × 20%) + (350,000 × 27%). At the same TRY 750,000 income, the unrounded and non-binding 2027 scenario produces TRY 154,563.75. Neither figure is a complete individual tax-return assessment: deductions, exemptions, prior withholding and foreign-tax-credit positions may alter final liability.

Fixed thresholds and penalties: the 2026 baseline

Tax Procedure Law General Communiqué No. 588 and repeated Article 414 are relevant to 2026 monetary limits and many penalties. Two useful 2026 official reference points are the TRY 12,000 invoice-issuance threshold under VUK Art. 232 and the corporate taxpayer first-degree irregularity penalty of TRY 35,000 under VUK Art. 352. The simplistic 27.83% mathematical uplifts are TRY 15,339.60 and TRY 44,740.50 respectively, not the legally effective 2027 figures. Distinct statutory rounding rules and the 2027 communiqué must be checked. See the GİB invoice threshold history and the 2026 VUK penalty comparison.

Young entrepreneurs and digital creators: very different regimes

For 2026, the young-entrepreneur income-tax exemption under Income Tax Law repeated Art. 20 refers to the second income-tax tariff threshold: TRY 400,000. It requires eligibility including first-time registration, age and management conditions; it is not available merely because someone is a freelancer. For 2027, TRY 511,320 would be an unrounded calculation only, not an enacted exemption. Official statutory text.

For qualifying social content creators and mobile app developers under repeated Art. 20/B, the 2026 turnover/revenue-linked limit is TRY 5,300,000, tied to the fourth bracket in Art. 103. A scenario gives TRY 6,774,990 before legal rounding, not a certified 2027 ceiling. The regime requires qualifying activities and the prescribed Turkish bank arrangement; bank withholding is generally 15%, subject to the applicable provisions. Do not assume cross-border consulting income automatically qualifies. GİB’s official 2026 explanatory publication.

Stamp tax, passport/notarial fees and motor vehicle tax: do not apply one flat uplift

The 2026 annual revaluation rate of 25.49% did not translate into a 25.49% increase for all items. Presidential Decision No. 10783 prescribed a distinct 18.95% adjustment for certain 2026 motor vehicle tax, fixed stamp tax and fees. For 2027, each category depends on the law-specific authorisation and eventual decision or tariff. For motor vehicle tax, engine category, age, value thresholds and applicable tariff matter, not merely the uplift. Sources: Decision No. 10783 and the 58 Series Motor Vehicle Tax General Communiqué. The same caution applies to fixed stamp taxes, passport fees and other statutory charges.

Planning checklist for international groups

  • Turkish subsidiary: use the enacted 2026 regulatory amounts in current compliance systems; maintain 2027 provisional figures separately until the relevant tariff is published.
  • Expatriate or internationally mobile employee: determine residence, source, payroll withholding and treaty treatment before applying the salary brackets.
  • Independent freelancer or consultant: establish whether business/professional income, service-export deductions or foreign-source income provisions are relevant; avoid treating an exemption ceiling as a general turnover allowance.
  • Vehicle owner or mobile workforce: do not finalise 2027 MTV or passport/registration budgets until the official schedules have appeared.
  • Compliance team: retain a dated register of each official communiqué or decision and its effective date; an inflation headline is not a replacement for a legally effective tariff.

Calculation method: the displayed 2027 reference scenario uses 2026 amount × 1.2783 and no statutory rounding. Updated 3 November 2026. The October index and 27.83% rate were initially reported in the press; we have not independently inspected the original October TÜİK release at this update, and the annual rate’s formal Gazette declaration remains separate.

What foreign investors, expats and cross-border businesses should do

Foreign-owned subsidiaries should update their compliance calendars and budgeting assumptions only after the official 2027 tables are published. An expatriate’s personal income tax depends on residence, income type, treaty relief, applicable deductions and whether the employment or non-employment tariff applies. Freelancers and exporters should separately assess service-export relief and the conditions for any simplified regime. A tax bracket is a marginal band, not a flat rate on all earnings.

Frequently asked questions

Is October CPI the revaluation rate?

No. The statutory reference is the average movement in the domestic producer price index through October.

Does the same percentage apply to every fee?

No. Different statutes, rounding rules and Presidential Decisions can produce different outcomes.

Can I calculate my 2027 income tax today?

Only as a clearly labelled scenario, not a definitive statutory computation without the 2027 tax tariff and your income profile.
